ISSUE-28: data- attributes in html5

Description:: The current html5 draft allows attributes with name beginning data- to be allowed anywhere, with semantics equivalent to our other or foreign namespace attributes, except that there are some specific dom accessors to access them.

There is some pushback on this from TAG and other places, that would prefer the use of namespaces rather than a new data- name convention.

If it does go through, should we allow data- in mathml (just in html, or everywhere) It can not (I think) be specified in relaxNG or XSD schema, but we could make it easy for any application that made use of specific data-foo attributes to add those to the schema in a modular way.
