Description:
At the last f2f we decided to resign using xlink since it is verbose and seems little implemented.
Instead we decided to use simple href attributes and simple id attributes (or xml:id?).

Whether we use xml:id or id is not very important, I feel. We can safely allow both I suppose, so that xml-pipelines work a bit more (? of use?). It seems simpler to use href for css expression and for html5 compatibility (see http://www.w3.org/2007/06/24-math-minutes.html#item01 )

Bruce raised, recently, however, that the notion of rollover-title (as provided current by the title attribute in html element) would be lost by dropping xlink.
This suggests we should also add something such as a title attribute where href is. Is this on all elements?

Another area where such decisions would have an impact is parallel markup.
The only place where xlink appears is in an OpenMath example where it could, anyways, be href just as well.
