1. Mission

The mission of the P3P Interest Group is to provide a forum for review of deliverables under development by other working groups in the Privacy Activity; for exchange of thoughts on new developments from research, and potential solutions for privacy on the Web; and for exchanging information about privacy related activities around the world.

The P3P Interest Group supports the work of other privacy groups within the Privacy Activity.

The P3P IG's scope of work includes:

As an Interest Group, the P3P IG is not primarily focused on production of deliverables. However, it plays a critical role in:

Raising of issues: The P3P IG's on-going discussion of technical and implementation issues related to P3P and privacy on the Web helps drive the agendas of other P3P groups. In addition, P3P working groups occasionally escalate discussion on key questions to P3P IG for additional comment and reflection as needed.

4. Dependencies

The P3P IG provides review and comment on draft deliverables from the following P3P Specification Group. It will also discuss integration of privacy into other W3C technologies, such as Web Services, XForms or SOAP.

The Chair of the P3P IG sits on the P3P Coordination Group (Member-only).

Duration

The P3P IG is scheduled to last for 16 months, from March 2003 until July 2004, with the intent to re-charter for another 24 months as appropriate.

The primary forum for P3P IG discussion is the P3P IG mailing list. The P3P IG can setup pages for special subjects surrounding P3P. Additionally, the P3P IG can set up telephone conferences or face-to-face meetings in case of need.

The mailing list, the mentioned pages and the charter are all public.

9. Voting

Voting: Since P3P IG deliverables are input and review, there is no specific P3P IG voting mechanism. Review comments are evaluated by W3C privacy groups on their merits, and changes made to deliverables.

Escalation: Other P3P groups may escalate unresolvable issues to the P3P IG for discussion and debate. If a matter remains unresolved after P3P IG comment, it is escalated to the P3P Coordination Group, to the Technology and Society Domain Lead and finally to the W3C Director as needed.

10. Participation

10.1 W3C Member and invited expert participation

The P3P IG welcomes participation from representatives of W3C Member organizations, and also from invited experts from organizations, privacy research projects, governments, and others interested in promoting privacy on the Web.

There are no minimum requirements for participation in this Interest Group; however, P3P IG members are strongly encouraged to take advantage of frequent opportunities to review and comment on draft deliverables under preparation by other P3P groups. The P3P IG mailing list is self-subscribing.

10.1 W3C Team resources

The purpose of the P3P IG is to produce public documents available royalty-free to everyone, following W3C standard IPR terms. Therefore, anyone commenting in the P3P IG will be considered to offer these ideas as contributions to W3C/P3P documents. Organizations with IPR in areas related to P3P work under discussion in the P3P IG must disclose IPR as described in the W3C Process regarding IPR and W3C's IPR fact sheet. Invited experts are required to disclose IPR claims in the same manner as individuals from W3C Member organizations.
