URIs for element identification

Problem: Had to aggregate node names from multiple node elements, eg abstract_CalcSoapAdd.
Authors of this namespace must be aware of protocols that invent names in their namespace.

Proposed requirement:
All conceptual elements in WSDL messages should be addressable by a URI reference.

• Enhances composability
• Keeps namespaces under author control
