Many people have been confused about the HCLSIG_BioRDF_Subgroup/Tasks/URI_Best_Practices/Recommendations/MeaningOfaTerm memo. It is not a draft of a URI recommendations memo. Rather it is more of a philosophical exercise. I write things like this from time to time to attempt to sharpen my own understanding of the issues, and I ask others to read them so I can find out whether I'm making any sense. I think it will be my last such for a while, and I will get started on a real draft ASAP. Unfortunately I have a backlog of other work that has to be cleared, so progress will not be very rapid.

According to the proposed work plan, my draft memo for HCLS is due October 22. Of course I'll continue working with the BioRDF subgroup in the meantime.

To avoid any possible confusion over whether this is a W3C recommendation, I propose to not use the word "recommendation" in the title of the memo.
