[csswg-drafts] [mediaqueries-5] Dark Mode in CSS

jonathantneal has just created a new issue for https://github.com/w3c/csswg-drafts:

Could “Dark Mode” be something we can leverage in CSS? Android has it. [Windows](http://bgr.com/2018/05/09/windows-10-dark-mode-file-explorer-how-to/) and [MacOS](https://www.engadget.com/2018/06/04/macos-mojave-includes-dark-mode/) are getting it. We already have system-ui fonts and (deprecated) system colors.

Related to #1286 but not necessarily the same as this isn’t about high-contrast as much as dark-on-light (Light Mode) vs light-on-dark (Dark Mode).

If apps can leverage this, it would be swell if webapps could leverage this.
