[sensors] Take into account user gestures as an input for security policy enforcement

User gestures can be used as one of the inputs to improve / mitigate risks related to Security & Privacy.
For example, game where user presses 'Start' and then, game uses motion sensors, or scientific application where you have to press 'Measure' button to take measurements.

Therefore, this input can be used to reduce possibility of background data collection by malicious scripts. UA can decide what policy to select when Sensor.start() was called due to the user gesture vs without user gesture.
