[css-sizing-3] Request for CR Transition

Tab and I have closed out almost all the issues in css-sizing-3.

#2708 *-content values in block-axis sizing properties should “behave as”
initial value, not “compute to” initial vaue

   This one is going to have to stay open a bit longer. The WG discussed it,
   it's definitely a problem that's affecting developers, and we should fix
   asap if we can, but we need Web-compat data we don't have.
   I don't think this should block css-sizing-3 from going to CR, however.
