Agree. Replace with a note: 

"A model and ontology for temporal reference system definitions is required." 

Not sure we can say much more in a recommendation document?

Here is an issue in the latest draft of the Time Ontology http://w3c.github.io/sdw/time/ for discussion and resolution.

I argue that this is future work, and to put anything into the Ontology now is slightly premature, bearing in mind that there is an active Standards WG on OGC trying to find ways to annotate WKT and ISO8606 syntax to represent unambiguously non-Gregorian calendars and time.

I suggest that this work and the related Time Zone specification is tackled together, elsewhere.

Should we define a vocabulary for the definition of the other temporal reference system types? (Calendar+clock, temporal coordinate reference system). Perhaps as an additional annex to this document, alongside the Time Zone resource?
