The behavior in HTML presentational attributes is well-defined, and I
know that FF and WebKit have identical behavior for them (IE behavior
is similar, but not identical last time I checked).  They've always
been invalid in CSS, though, and no modern browser accepts them.  So,
they're pretty well standardized and interoperable at this point.

Brian's point was just that there is more than one reasonable
interpretation of what a 2-digit hex color means.
