Dear All,
The suggested way to refer to articles/points within EU legislations can 
be found on the EurLex website 
https://eur-lex.europa.eu/eli-register/eu_publications_office.html (see 
end of email for relevant information).
However, they mention that although the URIs are valid, they will return 
the full document, and that resolving to particular subdivisions is 
planned in the future.
Unfortunately, currently their nesting of subdivisions does not go 
beyond level 3 (unofficially tested by self).
I would suggest to go with the URIs (as they are valid) to refer to 
required GDPR paras.

To give an example, if we want to refer to the legal basis of consent 
(A6-1-a), then its URI according to the subdivisions scheme 
(https://publications.europa.eu/en/web/eu-vocabularies/at-concept-scheme/-/resource/authority/subdivision/?target=Browse) 
would be -
<http://eur-lex.europa.eu/eli/reg/2016/679/art_6/par_1/aln_1/lst_1/pnt_a/oj>
The order of nested divisions is:
Abbrv.--------Use in GDPR
art-------------refers to Article 6
par-------------refers to Paragraph 1 in Article 6
aln-------------refers to the un-numbered paragraph in text of A6(1)
lst--------------refers to the list in text of un-numbered para of A6(1)
pnt-------------refers to a point (a) within the list of un-numbered 
para of A6(1)
However, this is not a valid URI because it returns a 404 (see above 
point about 3 levels of subdivisions).

If the subdivisions are restricted to 3, the URI returns the correct 
document - 
<https://eur-lex.europa.eu/eli/reg/2016/679/art_6/par_1/pnt_a/oj>

I have sent an email to the person-in-charge at the Publications Office 
for clarification on which is the valid URI to use.

 From the webpage about ELI Subdivisions -
In all of the templates one or more subdivisions can be inserted after 
the natural number to indicate the subdivisions of the text in the form 
of 
http://data.europa.eu/eli/{typedoc}/{year}/{naturalnumber}{/subdivision*}/oj 
(i.e. the subdivision element can occur multiple times). This can be for 
example a given article or article and paragraph such as 
http://data.europa.eu/eli/dir/2000/31/art_1/par_2/oj.
Note that at this stage the URIs will still return the full act. 
Developments to resolve the URIs to the appropriate subdivision are 
planned.
