richard: last week we discussed moving tests to github
... rather than in a wiki
... had said it was a pain to edit the wiki, esp. with size
    ... can't filter and sort

richard: just moved gap analysis, so thought maybe possible to
    move
    ... so did it
    ... see link
... first list is set of summary pages
    ... shows results for tests
    ... links to test

https://w3c.github.io/i18n-tests/exploratory/inline_notes/int-ruby

richard: new test framework for ruby
... and just a couple of tests to go with that

    nnotations

      [21]
https://w3c.github.io/i18n-tests/results/int-inline-notes-annotations

richard: summary pages pull data instantly from github
... not a lot under ruby because have tests
... and saw comment from xfq@
... pulled a little thread and ended up rewriting a bunch of
    tests

      [22] https://w3c.github.io/i18n-tests/results/css-ruby

richard: plh@ has been making additional tooling available to
    us
... a flurry of notifications has resulted
... his tool goes through all 60K issues open
    ... in various WGs
... and checks if they have an i18n-tracker label
... it then cross-checks WG issues against our tracker and
    creates one automatically if not
... also a report for tracker vs. needs-resolution, etc.
    (inconsistencies in labels)
... also adding ability to inform us if an issue gets closed:
auto sets "close?" in our tracker database
    ... huge improvement!

xfq: the problem is that it produces ugly results in chinese

<r12a> "Note: If language information is available, it can be
used to determine which character is used as the opening quote
and which as the closing quote. See the information in Section
6.2, General Punctuation, in [Unicode]. In such a case, the
quotation marks could be tailored to either OP or CL depending
    on their actual usage."

      [30] https://github.com/unicode-org/icu/pull/223

xfq: has link to issue in ICU also

    <xfq> “

xfq: opening quote is same code point as closing quote in e.g.
    german
    ... uax14 doesn't allow breaks before/after quotation marks
    ... unlike parenthesis

<r12a> "Some quotation characters can be opening or closing, or
even both, depending on usage. The default is to treat them as
    both opening and closing."

xfq: only one class of quotation marks

richard: the QU is the same as opening/closing
... quotes on baseline are OP
... didn't have time to put test together

richard: shouldn't it break on the comma?

addison: if there's no break before the quote you'd get that

    richard: (consults the reference)
    ... comma is closing (CL)

    <r12a> [35]https://www.unicode.org/reports/tr14/tr14-39.html#CL

      [35] https://www.unicode.org/reports/tr14/tr14-39.html#CL

addison: CL is no break before, quote is no break before, so
    just kind of glueing
... does seem like a tailoring problem

richard: in chinese would also bring down character at end of
    previous line
