In the event this aligns to this idea or helps in any way, I have created this simple visual to explain Silver within my GAAD 2018 presentation. It is a Venn diagram illustrating that AG is the common section / overlap between the Working Group and the Community Group. If you wanted to align it to WCAG, you could simply add one more circle for Web Content.
