Remove unneeded elements from document conformance

Problem statement / use cases

  • the draft currently includes several elements from legacy usage but with changed semantics (e.g.: SMALL, I, and B )
  • the draft includes the EMBED element which though important for implementation conformance, is redundant for document conformance and inferior to the alternatives because it cannot support fallback content
  • changing the semantics of elements without versioning creates an permanent state of indecipherable semantics for those elements

Proposed solutions

  • Remove both the SMALL and EMBED elements from document conformance
  • Maintain the B and I elements in document conformance, but also maintain their long-time semantics of meaning presentationally bold and italics typefaces respectively
  • perhaps H2–H6 heading elements might also be removed from document conformance
