 lore:\n- How should incubation work?\n- At what stage of "doneness" should
  work move from an incubation venue to a working group?\n- How should an i
 ncubation group be communicating their work to a broader venue to ease acc
 eptance as a WG deliverable?\n- What expectation of incubation should ther
 e be before work is accepted into a WG\, or into its charter?\n- What best
