Issue ontology version

Requirement

The version of the Open Annotation data model that a particular Annotation conforms to is a desirable property for future compatibility.

Issue

Assuming that the namespace remains the same between versions of the ontology, the version of the ontology that is in use in a particular annotation cannot be determined using the namespace.

Current Proposal

Drop the requirement as being not up to Open Annotation to resolve. This would potentially be an appropriate topic for the Data on the Web activity to address.

Optionally make a note in the specification that the JSON-LD context document may be used to determine the version of the ontology when the recommended serialization is used.
