About the place for use cases

I think the use cases deserve a place higher up in the hierarchy. How about inserting a new chapter called 'use cases'? That would bring the use cases up the the same level as the specifications.

About the place for recommendations

I think it would be nice to have a place for recommendations, a summary of all our findings. It could be the main thing we can pass on to the community at large. Would this deserve a separate chapter (at the end)?
