{"id":14,"date":"2015-01-15T21:11:48","date_gmt":"2015-01-15T21:11:48","guid":{"rendered":"http:\/\/www.w3.org\/community\/irobar\/?p=14"},"modified":"2015-01-16T21:19:23","modified_gmt":"2015-01-16T21:19:23","slug":"whats-the-problem","status":"publish","type":"post","link":"https:\/\/www.w3.org\/community\/irobar\/2015\/01\/15\/whats-the-problem\/","title":{"rendered":"What&#8217;s the Problem?"},"content":{"rendered":"<p>Before we enumerate use cases, we can state\u00a0some initial indications of a problem.<\/p>\n<p>Whether links fail because of <b>DDoS attacks<\/b>, <b>censorship<\/b>, or just plain old <b>link rot<\/b>, dead links are a problem for Internet users everywhere.<\/p>\n<p>This isn&#8217;t a new problem (<a href=\"http:\/\/www.w3.org\/Provider\/Style\/URI.html\">W3C &#8211; Cool URIs don&#8217;t change<\/a>).<\/p>\n<blockquote cite=\"http:\/\/www.nytimes.com\/2013\/09\/24\/us\/politics\/in-supreme-court-opinions-clicks-that-lead-nowhere.html?_r=0\" style=\"margin-left: 2em\"><p><span style=\"font-family: sans-serif;font-size: 2em;font-weight: bold\">49%<\/span> of links in Supreme court\u00a0opinions are <b>dead<\/b><br \/>\n<a href=\"http:\/\/www.nytimes.com\/2013\/09\/24\/us\/politics\/in-supreme-court-opinions-clicks-that-lead-nowhere.html?_r=0\" target=\"_blank\" rel=\"nofollow\">NYT &#8211; In Supreme Court Opinions, Web Links to Nowhere<\/a><\/p><\/blockquote>\n<blockquote cite=\"http:\/\/en.wikipedia.org\/wiki\/Category:All_articles_with_dead_external_links\" style=\"margin-left: 2em\"><p><span style=\"font-family: sans-serif;font-size: 2em;font-weight: bold\">136,312<\/span> Wikipedia articles contain <b>dead<\/b> external links<br \/>\n<a href=\"http:\/\/en.wikipedia.org\/wiki\/Category:All_articles_with_dead_external_links\" target=\"_blank\" rel=\"nofollow\">Wikipedia &#8211; Category:All articles with dead external links<\/a><\/p><\/blockquote>\n<p>Some initiatives, such as the <a href=\"https:\/\/archive.org\/\" target=\"_blank\" rel=\"nofollow\">Internet Archive<\/a>, <a href=\"https:\/\/perma.cc\/\" target=\"_blank\" rel=\"nofollow\">Perma.cc<\/a>, and <a href=\"http:\/\/www.mementoweb.org\/\" target=\"_blank\" rel=\"nofollow\">Memento<\/a>, are attempting to snapshot and preserve the Internet and provide seamless access to those snapshots.<\/p>\n<p>But more and more, just a handful of centralized entities host information online. Online centralization creates &#8220;choke points&#8221; that can restrict access to web content.<\/p>\n<p>This Community Group intends to pursue complementary solutions to missing online content\u00a0from various\u00a0angles:<\/p>\n<ul>\n<li>date stamped archiving of web\u00a0content<\/li>\n<li>enabling content management systems and content authors to embed knowledge of archives\u00a0and citation dates into links<\/li>\n<li>providing\u00a0browsing users with ways to discover this information<\/li>\n<\/ul>\n<p>The more routes we provide to information, the more all people can freely share that information, even in the face of filtering or blockages.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Before we enumerate use cases, we can state\u00a0some initial indications of a problem.
