For 2.4.2 page title test, I wonder if we should either:

• Drop all tests of suspicious page titles (currently I propose to check for URL and file name), or
• Add more checks for suspicious title values as suggested in technique f25 (the word "untitled", "untitled document" etc.).

If we mean for this test to be partially interactive, we can present those suspicious titles to the tester in the help text. Another problem that is harder to solve via automation is the internationalization of suspicious title text.
