DESCRIPTION:https://www.w3.org/events/meetings/708306ba-18f3-4284-a93a-ecd5
060a5ecd/\n\nThis session will explore the findings and user needs describ
ed in a working draft note of four research modules published in February
2026 by the Cognitive and Learning Disabilities (COGA) Task Force.\n\nThe
research modules are primarily intended for groups in the World Wide Web C
onsortium (W3C) that may want to include our use cases or understand the t
opics from a broader perspective. \n\nThey may also contain useful inform
ation for:\n* researchers\,\n* inclusion and research-related policy maker
s\,\n* designers\, content creators\, and developers who wish to have a mo
re in-depth understanding of inclusion issues.\n\nThe session will review
the following modules:\n* [Voice Systems and Conversational Interfaces](ht
 tps://www.w3.org/TR/2026/DNOTE-coga-voice-20260205/): This module covers i
ssues that our users face when using conversational voice systems\, includ
ing voice menu systems\, voice user interfaces\, and voice AI assistants.\
 n* [Technology-Assisted Indoor Navigation and Wayfinding](https://www.w3.o
rg/TR/2026/DNOTE-coga-wayfinding-20260205/): This module is about technolo
gy that helps users who need cognitive accessibility support navigate indo
or spaces\, also known as wayfinding.\n* [Online Safety and Wellbeing (Alg
 orithms and Data)](https://www.w3.org/TR/2026/DNOTE-coga-safety-20260205/)
: People with disabilities that require cognitive accessibility support fa
ce a number of risks when using the internet and apps. This module covers
safety issues that our users face on the internet including cybercrime\, m
 ental health\, wellbeing\, privacy\, and more.\n* [Supported Decision-Maki
 ng Online](https://www.w3.org/TR/2026/DNOTE-coga-sdm-20260205/): This modu
le describes the advantages and risks of supporting Supported Decision-Mak
ing (SDM). It offers suggestions for safely supporting SDM online\, helpin
g more people take part in the digital world while keeping their dignity a
nd independence.\n\n**Link to slide deck:** [https://docs.google.com/prese
 ntation/d/1hy0iPkqWKxN_8xI5UIAWPk7We9nk44DDb618pzDQzOw/edit?usp=sharing](h
 ttps://docs.google.com/presentation/d/1hy0iPkqWKxN_8xI5UIAWPk7We9nk44DDb61
8pzDQzOw/edit?usp=sharing)\n\n**Goal(s):**\n- **Raise awareness** of the c
ognitive accessibility related issues identified in the drafts. \n- **Disc
uss user needs and barriers** influenced by issues such as cognitive load\
, memory\, social reasoning\, and mental health.\n- **Explore practical so
lutions.**\n- **Collect community feedback** on what may be missing in the
draft modules\, such as user scenarios\, technology\, user needs\, or res
earch.\n- **Identify opportunities for cross-group collaboration** within
 W3C groups (e.g.\, COGA TF\, APA WG\, AG WG\, and other relevant groups).\
 n\nAgenda\n\n1. **Today's Goals and COGA Background (5 minutes)** \n2. **C
OGA's Research Modules (25 minutes):** This will include examples of user
needs and challenges as well as possible solutions and other relevant W3C
work. \n3. **Questions and Feedback (20 minutes):** Discuss opportunities
to enhance this draft note\, explore new areas for research\, and collabor
ate with other W3C teams on standards and research work.\n4. **Wrap-up and
Next Steps (10 minutes):** Summarize key takeaways and outline follow-up
 actions or collaborations.\n\n**Materials:**\n- [minutes](https://www.w3.o

g the evolution of its activities to broaden the scope and support the upc
oming trends of hybrid apps\, including on-the-fly AI-generated apps in re
sponse to chatbot-user interactions\, dedicated standard profiles to suppo
rt existing super-app ecosystems\, and other use cases such as OS widgets.
This session aims to explore those new use cases and opportunities for s
tandardization\, and get feedback for the re-chartering of the WG.\n \nDur
ing TPAC 2025\, we met and discussed the feasibility of including the requ
irements of the WebViews community\, as most of the cases we discussed inv
olve embedded browsers. We considered the interesting Isolated Web Apps (I
WA) proposal\, since IWA offers a way to pack\, distribute\, and isolate s
mall apps\, as super-apps require.\n \nWe expected to be enlightened by ex
perts from other communities\, including\, but not limited to\, MiniApps\,
  WebViews\, WebDevX\, and WinterTC.\n\n**Goal(s):**\nObjective: Obtain fee

third-party solutions\, or roll their own gesture recognition from basic p
rinciples (tracking individual pointers and analysing their movement to de
termine if they user is trying to perform a gesture or not).\n\nThis featu

egulations on age-based restrictions to online content. These regulations\
, and their requirements\, can have significant effects on technical archi
tectures and on end users. Some proposed solutions may be misaligned with
such core web principles as privacy\, interoperability\, and freedom of ex
pression. Given this potential threat to a healthy web\, and the need for
collaboration among many stakeholders to address the challenges of online
safety\, we propose that W3C should provide a forum where these issues can
be discussed among a diverse group of experts. In this session\, we will
present an initial proposal for bringing together technologists\, policyma
kers\, and other interested parties to examine these issues in depth. One
concrete outcome from this breakout could be the creation of a W3C Commun
ity Group which could address the specific *web-related* conversations on
age restrictions. Community Groups enable anyone to gather at W3C to socia
lize ideas\, including topics that involve coordination as complex as this
one. We are already involved through the October 2025 [W3C/IAB workshop o
 n Age-Based Restrictions on Content](https://www.w3.org/events/workshops/2

DESCRIPTION:https://www.w3.org/events/meetings/bccff937-0e07-487f-bbee-6fb7
48793ebe/\n\nAt W3C\, we like it when the slides of talks are in HTML. The
y are easy to publish on the web (no need to convert them to PDF) and typi
cally more accessible than other formats. We provide an HTML template for
people talking on behalf of W3C. And\, as we also like it when all talks f
or an event follow a common graphical style\, we also publish templates fo
r certain events\, such as AC meetings. The majority of presenters at each
AC meeting indeed uses its template…\n\n… but not everybody! Why is t
hat? One reason is probably that there is no dedicated editor that makes i
t easy to write slides. And so I set out writing one.\n\nIn fact\, differe
nt people have different opinions on what makes it easy to write slides\,
so the one editor became two: one that lets people edit slides as Markdown
text and one WYSIWYG editor.\n\n**Goal(s):**\nThis breakout takes a look
at two dedicated editors in early development for writing slides in HTML\,
asks where they should be heading and how they can help people write slid
es for events such as TPAC and the AC.\n\nAgenda\n\nI'll show you the curr
ent state of the two editors and then I'd like to discuss things such as:\
n* What else could entice people to write HTML slides and use the template
s we offer? More tools? Examples? Snippets and images to copy & paste?\n*
What editing features are necessary and which are less important in the sh
ort term?\n* What is the best or easiest way to publish slides online? (Ou
r tradition is to collect all slides of an event and publish them together
on the W3C site.)\n* What should be the scope of the editor? E.g.\, it is
currently aimed at writing slides in an existing style. You can add CSS r
ules with a built-in text editor\, but there is no dedicated CSS editor.\n
 * Also\, the scope is currently limited to slides\, and in particular to s
lides in the format for B6+ and Shower.\n* Security and quality: What can
go wrong when people use these editors and what should be done about it?\n
 * What is the best process for developing the editors and getting feedback

SUMMARY:Breaking Out of Silos: Seeing Cross-Layer Coordination Failures on
 the Web
DTSTART;TZID=Etc/UTC:20260326T210000
DTEND;TZID=Etc/UTC:20260326T220000
DESCRIPTION:https://www.w3.org/events/meetings/87abb592-ef1a-4120-abc6-efd2
19d2cadd/\n\nMany of the Web’s hardest problems are no longer protocol-l
evel failures\, but coordination failures across layers: platforms\, insti
 tutions\, governance\, and interfaces.\n\nFragmentation\, reality collapse
\, and narrative dominance are often discussed socially or politically\, b
ut they also reflect a deeper technical condition: context\, provenance\,
and accountability do not travel together across today’s Web architectur
es.\n\nThis session introduces a design challenge framework for “breakin
g out of silos” by making these hidden constraints visible. Rather than
proposing solutions\, we focus on orientation: mapping where coordination
breaks\, why certain outcomes feel inevitable\, and where seams might exis
t for standards\, tooling\, or governance to intervene.\n\nThe goal is not
consensus or advocacy\, but shared visibility into the systems we are alr
eady inside.\n\n**Goal(s):**\nTo help participants see the structural cond
itions shaping today’s web - and collaboratively map where coordination
breaks\, power concentrates\, and alternative design paths might still exi
st.\n\nAgenda\n\nAgenda — Breaking Out: Seeing the System We Are Inside\
 nTotal time: ~90 minutes (adjustable)\n\nArrival & Orientation (5 minutes)
 \nWelcome\nFraming the session: not a game\, not a metaphor — a conditio
n\nWhat this session is and is not\n\nEntering the System (10 minutes)\nWa
lking participants into the “room”\nSeeing the walls: platforms\, ince
 ntives\, policies\, algorithms\nEstablishing the clock (structural\, not d
 ramatic)\nGoal: Shared orientation\, not agreement\n\nThe Descent: Levels
 of Lock-In (20 minutes)\nFragmentation\nReality collapse\nNarrative contro
 l\nInstitutional degradation\nLooking ahead to deeper lock-in\nGoal: Move
from isolated symptoms to a layered structural view\n\nPause & Re-Orientat
 ion (5 minutes)\nSilence / reflection\nRe-centering on the question: What
are we actually inside of?\n\nMapping Partial Views (20 minutes)\nBreak in
to small groups or solo work\nEach group surfaces:\nWhat they see clearly\
nWhat they don’t\nWhere coordination breaks down\nGoal: Put partial view
s in relation without forcing consensus\n\nUse Case Exploration (20 minute
s)\nIntroduce the design use cases\nIdentify seams:\nWhere structure might
  be altered\nWhere new coordination could emerge\nFocus on orientation\, n
 ot solutioning\n\nSynthesis & Signals (10 minutes)\nWhat patterns are repe
ating?\nWhat felt inevitable — and what didn’t?\nWhat became visible t
 hat wasn’t before?\n\nClosing: Your Move (5 minutes)\nReaffirm the goal:
  orientation\nName next steps (design challenge continuation\, CG work\, M
 eta-Layer Week\, etc.)\nEnd with the open question\, not an answer\n\n**Ma

SUMMARY:ISOC Policymakers Program: A model for supporting one interoperable

DTSTART;TZID=Etc/UTC:20260326T210000

DESCRIPTION:https://www.w3.org/events/meetings/88141057-141d-4596-86b9-8c2b
1a51d062/\n\nThe Internet Society (ISOC) has provided the [IETF Policymake
 rs Program](https://www.internetsociety.org/policy-programs/policymakers-p
rogram-to-ietf/) since 2012. As their program description explains\, "The
IETF Policymaker Program offers training to policymakers on how the Intern
et works. It also provides visibility into the Internet’s standards deve
lopment process. When policymakers understand how the Internet works\, how
it’s evolved\, and the standards that underpin it\, they can develop be
tter policies that support the Internet as a resource to enrich people’s
  lives." Last year\, W3C launched a [Policy Engagement](https://www.w3.org
 /2025/06/w3c-2025-2028-strategic-objectives-and-initiatives/index.html#5-5
-policy-engagement) initiative\, which shares similar goals: providing exp
ertise and insight from the W3C community to governing bodies and policyma
kers to ensure future policies are better informed by our collective knowl
edge and values. \n\nOne possible way for us to provide expertise is to cr
eate a program similar to the ISOC Policymakers Program\, leveraging what
they have learned over decades of experience and\, hopefully\, finding a w
ay to adapt their approach for a W3C context. We would like to get feedbac
k and ideas from the community about this approach to policymaker training
. This session includes a presentation on the basics of the Policymakers P
 rogram\, followed by interactive discussion.\n\n**Goal(s):**\nTo explore t
he idea of deploying a "policymakers program" for the web/W3C\n\nAgenda\n\

using a standards example (originally tried for one of the TC39 proposals
). We'll discuss how the tool could potentially help W3C groups compare op

DESCRIPTION:https://www.w3.org/events/meetings/ebda7af1-1b21-43e1-977d-faa4
6283dc70/\n\nAt TPAC 2025\, we [introduced the Hyper-Layering Architecture
  (HLA)](https://svgmap.org/movie/TPAC2025/index_HLA_breakout.html) as a We
 b-native approach to spatial integration. Since then\, a [Hyper-Layering A
 rchitecture Draft Community Report](https://svgmap.org/movie/TPAC2025/Hype
rLayeringArchitectureCommunityReport.html) has been published\, and relate
d discussions are continuing within the [Maps for HTML Community Group](ht
tps://www.w3.org/groups/cg/maps4html/).\n\nThis session shifts the focus f
rom architectural discussion to **practical progress**.\n\n[SVGMap](https:
 //svgmap.org/movie/TPAC2025/index_HLA_breakout.html) and its reference imp
 lementation (SVGMap.js) provide a lightweight\, client-side foundation ref
lecting HLA principles. Recent momentum has centered on the growing ecosys
tem of **ready-to-use layers** collected in [svgmapAppLayers](https://gith
 ub.com/svgmap/svgmapAppLayers)\, along with practical [tutorials](https://
github.com/svgmap/tutorials).\n\nWe refer to this model as *Layers as WebA
pps (LaWA)* — treating each map layer as an independent Web application
that can be combined directly in the browser.\n\nThis session will be an i
nformal\, interactive meetup focused on demos\, international community up
dates\, and sharing real-world layers that are ready to use today.\n\nThe
session will be conducted primarily in English\, with Japanese support if
needed (slides can include bilingual elements)\n\n##### Format\nInformal m
 eetup style:\n- Short intro & updates (10–15 min)\n- Lightning talks / p
articipant shares (15–20 min)\n- Open discussion\, live demos\, and idea
jam (rest of time)\n- Tools: Browser (SVGMap demo pages)\, IRC/Zoom chat
for links & questions\n- Real-time scribing on IRC (W3C bots will handle m
inutes)\n- If recording the session\, consent will be sought at the start\
n\n##### Why at Breakouts Day?\n- Strong alignment with Web geospatial int
erests (SVG WG\, Spatio-temporal Data on the Web CG/IG topics)\n- Focus on
practical\, open\, client-side tools that anyone can try instantly\n- Opp
ortunity to grow an international community around ready-to-use map layers
\n- Encourage cross-pollination: "If you have geospatial data\, let's make
  it a LaWA layer!"\n\n##### Related Links\n- tutorials: https://github.com

ternational content efforts)\n - Global integrations: NASA FIRMS fires\,
 NOAA nowCOAST\, yr.no weather tiles\, Sentinel-2\, USGS earthquakes\, OSM
basemaps\, etc.\n - Lightning round: Participants share their own recent
layer additions / tweaks (bring your permalink!)\n\n- **[Tutorial](https:/
 /github.com/svgmap/tutorials) Internationalization Progress**\n - Making
tutorials "immediately usable" guides (layer creation\, CSV/GeoJSON import
\, dynamic tiles\, etc.)\n - English + Japanese (and plans for more langu
ages) to lower barriers for global users\n - Feedback wanted: What tutori
 al gaps exist for newcomers?\n\n- **Live Demos & Interactive Part**\n - B
rowser-only demos: Load layers via permalink\, overlay data\, play with fi
