Two levels (or independent series) of footnotes, one numbered 1, 2, etc. and the other numbered star, dagger, pilcrow, etc.; the first series are inline here, but that’s probably a function of the footnote size. The double quotes at the start of each line are an older convention for block quotes. This text (1810 or so) is still the standard critical edition for the main documents in it.
