Description:
Authors want the ability to define user consumable localized state information to fit the context in which the user is operating:

Use Case: User has a pizza pie, and a particular slice is eaten or not eaten. By allowing the author to define a document wide resource description file that associates an element, state, and state value with a localized version the assistive technology can produce this information in a consumable way that fits the context of an application. For example, a teacher may wish to describe a pizza to the class and whether a slices is eaten or not. This aligns the education module with the accessibility of the application.
