Each page of a tabpanel is often loaded from the server on demand. Insisting that each page activates as you are arrowing through the tabs in all cases places a lot of extra load on the server and could possible slow the user down in getting to the desired tab page. It should be permissible in the tabpanel widget to allow space/enter to activate the tab, rather than automatically activating them, much like the accordion section allows.
