See comment 247 http://www.w3.org/WAI/PF/Group/comments/details?comment_id=247 The aria-level property is being applied to leaf nodes on lists but to container nodes on grids. This is confusing to authors and likely to cause errors. However, this is an unknown cost, and there would be a known user agent implementation cost to making this change. We decided to revisit this for ARIA 2 when we have a better idea of the author confusion impact. I think there are three things we can do: 1) Make aria-level apply only to leaf nodes (gridcell and listitem). 2) Move aria-level both to row and to list, reversing our earlier decision to only allow it on leaf nodes. 3) Allow aria-level on either container or leaf nodes, and explain the pros and cons of each.
