Submission request to W3C (W3C Team Comment)


We, W3C members AT&T, IBM, Lucent Technologies, Motorola, hereby submit to the Consortium the following specification, comprising the following document(s) sent separately:

    Voice eXtensible Markup Language version 1.0

which is referred to as "the submission". We request the submission be known as the VoiceXML submission.

Abstract

This submission introduces VoiceXML, the Voice Extensible Markup Language. VoiceXML is designed for creating audio dialogs that feature synthesized speech, digitized audio, recognition of spoken and DTMF key input, recording of spoken input, telephony, and mixed-initiative conversations. Its major goal is to bring the advantages of web-based development and content delivery to interactive voice response applications.

Intellectual property Rights

AT&T

AT&T may own patents or patent applications which apply to the VoiceXML specification submitted to the W3C by the VoiceXML Forum. If implementation of a W3C standard based on the VoiceXML specification requires the use of AT&T patents, AT&T will grant, upon written request, a non-exclusive license under such patents on reasonable and non-discriminatory terms.

IBM

IBM may own patents or patent applications which apply to the VoiceXML specification submitted to the W3C by the VoiceXML Forum. If implementation of a W3C standard based on the VoiceXML specification requires the use of IBM patents, IBM will grant, upon written request, a non-exclusive license under such patents on reasonable and non-discriminatory terms.

Lucent

Lucent Technologies will follow the terms outlined in the letter stating Intellectual Property Rights filed with the W3C dated March 1, 1999.

Motorola

Motorola may own patents or patent applications which apply to the VoiceXML specification submitted to the W3C by the VoiceXML Forum. If implementation of a W3C standard based on the VoiceXML specification requires the use of Motorola patents, Motorola will grant, upon written request, a non-exclusive license under such patents on reasonable and non-discriminatory terms.

Names

The following are registered marks refered to in this request or the submission.

    VoiceXML is a trademark of the VoiceXML Forum.
    Java is a trademark of Sun Microsystems Inc.

Specification

The submission may distributed within the membership of the W3C free of any fee. The submission may be distributed publicly free of any fee under the redistribution terms expressed in the W3C copyright statement.

Implementation

The following points should be noted as regards licensable technology involved in any third party implementations of the technology specified in the submission:

If implementation of a W3C standard based on the VoiceXML specification requires the use of Lucent Technologies' patents, Lucent Technologies will follow the terms outlined in the letter stating Intellectual Property Rights filed with the W3C dated March 1, 1999.
 

Suggested action

We suggest that the Consortium hold a workshop to discuss the submission within the existing Voice Browser Working Group.

Resources

To help with this work, we expect to be able to provide one to two engineers working from Lucent Technologies facilities, except as required to travel to working meetings, to the Consortium.

Change control

Should any changes be required to the document, we would expect future versions to be produced by W3C process.
