Description:
Some people (e.g., Emrah Baskaya and Simon Pieters) have argued that there is a need for a fallback color, which is only shown when any specified image(s) cannot be loaded. See e.g., http://lists.w3.org/Archives/Public/www-style/2006Aug/0001.html

Elika and Bert decided to take over that suggestion, but simplified. There is only a fallback color for the bottom-most image. See
http://lists.w3.org/Archives/Member/w3c-css-wg/2008JanMar/0153.html

The editors' draft now contains a specification for

background-color: <color> [ / <color> ]?

where the second color is the fallback.

Related notes:

Anne suggested to make the first color optional, so that the syntax would allow background-color: / <color>; where the first color defaults to 'transparent'. In most cases transparent is wanted here. This saves typing and avoids typos. It looks weird here, but looks better in the shorthand. background: url(semitransparent.png) / white;
