Eric replied that another solution might be to add to 'background-origin' the function that its name suggest. E.g., 'background-origin: bottom left padding-box' sets the origin for 'background-position' to the bottom left corner of the padding box. And it also still sets the padding box as the basis for 'background-size' calculations.
