By messaging with Sender you, the recipient, undertake that, within seven days, that you will ensure that your electronic mail facilities are be cabable of digital signature, signature verification, encryption and decryption using the Open Pretty Good Privacy (OpenPGP) standards. You will create a key pair and inform Sender of your public key, and upload your public key onto one or more well-known public key servers, including at least pgp.mit.edu. You will inform yourself of the Sender's public key, and confirm beyond reasonable doubt that the key is indeed that of the sender. Subsequently, you will encrypt all confidential messages to the sender using that key, you will verify that messages from the sender are signed with that key, you will sign all messages to the sender with your own key, and you will be prepared to decrypt messages sent to you using that key.
