Related notes:
Proposed resolution: no change in the spec
[link rel="its-rel"] is equivalent to [rules xlink:href] and inherits it's processing as well. Section 5.5 Precedence between Selections says: "In case of conflicts between global selections via multiple rules elements, the last rule has higher precedence."
Close proposal from prague f2f: change sec. 6.4
http://www.w3.org/TR/2012/WD-its20-20121206/#html5-selection-precedence
2nd bullet point, like this:
"Global selections in documents (using mechanism of external global rules or inline global rules)" > "Global selections in documents (using mechanism of external global rules or inline global rules), to be processed in document order, see section 5.2.1 for details "
CHANGE-TYPE: editorial
David Filip, 26 Mar 2013, 12:54:42DECISION-DETAILS: Editorial action done, minor clarification.
Clarified in the section "Precedence between Selections" (#html5-selection-precedence) that in HTML (like in XML) global rules are to be read in document order.
