I tried to get the information regarding the same, however, could not find something documented as such. The discussions with the relevant members hinted that in one of the old word processors C-DAC GIST had developed, the word breaking (and hyphenation) must be happening at the boundaries defined as per the ISCII based akshar rules as defined in the BIS standard IS 13194. This again points to the requirement of having renewed syllable (akshar) boundary analysis in the context of Unicode.

Other overarching rules regarding hyphenation, if any, could not be found in the form of a specific document. Marking it as Closed in the absence of 'deferred' tag. Will continue to seek the same though. Will get back to the group if found.
