Acronyms, acronyms, ACRONYMS!!!

My task is to find, analyze, and document the relevance of Internet standards
for the EOS project.

The helpful page on your server entitled "WWW Names and Addresses, URIs, URLs,
URNs" defines URC as Uniform Reference Citation. URC is referenced as Uniform
Reference Characteristics in a web paper "URC Scenarios and Requirements" and
other Internic documents. Since both are defined similarly, I suspect that they
refer to the same thing, (i.e., a data schema for describing an Internet
resource).

At this point I'm unsure if URC means only Uniform Reference Characteristic or
if somebody or organization is developing a Uniform Reference Criterion. I'd
appreciate any clarification on this.

If W3 indeed meant UR Citation, can you point me to an article or resource that
discusses it?
