Mosaic Authentication

Hello!
I need help with our cern installed httpd_3.0 server software. We
understand that NCSA Mosaic server software has authentication routines that
you can run. The file that you need to create is called ".htaccess". I
stumbled on to this in the following URL:
http://wintermute.ncsa.uiuc.edu:8080/auth-tutorial/tutorial.html.
I wrote an ".htaccess" file for our server by following the instructions
in the above URL. The .htaccess does not work. Does the cern httpd_3.0
support .htaccess like applications? If so, does any information exist on the
WWW that describes how? If so, what is the URL that describes cern'a
authentication routines?
Any assistance with my dilemma would be most appreciated.
