There is nothing that prevents an attribute from starting with "on", and to have absolutely nothing to do with intrinsic events.

The explicit list of intrinsic events defined in the HTML spec should rather be used:
 http://www.w3.org/TR/html4/interact/scripts.html#h-18.2.3
