The status quo admits of an interpretation forbidding implementations from implementing new editions of normatively referenced specifications, e.g. XML 1.0 5e.  This is wrong, and we should fix it.  It matters to our colleagues in ISO.

[Note: this bug filed against Datatypes, but it applies to Structures as well]
