One of the aims of introducing EQName syntax Q{uri}local was to enable users to write (or generate) queries that had no dependencies on the namespace context. Most of the XSLT functions with arguments that expect a lexical QName to be supplied at run-time have been modified in 3.0 so that they accept an EQName, making it easier to generate a name dynamically if the static namespace context is not known. However, the format-number function, which is now in F+O rather than in XSLT, has not been updated in this way. For consistency, this should be fixed.
