The description of this error code in the appendix does match its usage in the text.  It is not en error if the name of a feature in a prohibit-feature is not recognized by the implementation, only if it is a required feature.

err:XQST0123

    It is a static error if the name of a feature in require-feature or prohibit-feature is not recognized by the implementation.

Error XQST0124 appears to duplicate XQST0123.

The Working Group agrees. I will fix this.
