17.2.1 (Anonymous table objects) defines:
  # proper table row parent
  #   A 'table' or 'inline-table' box or row group box 
  # [...]
  # tabular container
  #   A 'table-row' box or proper table row parent

The term "proper table row parent" is not used anywhere else in CSS21.  Perhaps it would be clearer to remove the term, folding its definition into the definition of "tabular container".
