    <thetext>HTML4 tells how to set the &apos;default-style&apos;  via the server as well as via a META declaration.

At least Mozilla browsers obey both. 

Please spec that &apos;default-style&apos; can be defined either by the server or by a META declaration.</thetext>

As part of the solution to this bug, please say that if the value of the default-style META declaration is the empty string,

&lt;META http-equiv=&quot;default-style&quot; content=&quot;&lt;emptystring&gt;&quot;&gt; 

then the user agent will go an look for what the http-header says. 

(This is how Mozilla browsers behave, and is also congruent with what the spec says about how user agents should behave whenever the META &apos;content-language&apos; declaration is the empty string.)</thetext>

It turns out that this claim about Mozilla was incorrect. The following http-equiv,
   &lt;META http-equiv=&quot;default-style&quot; content=&quot;&lt;empty-string&gt;&quot;&gt;

will make the following style sheet
   &lt;style title=&quot;&lt;empsty-string&gt;&quot;&gt;...&lt;/style&gt;

the preferred style sheet! (Tested in Webkit and Mozilla.)</thetext>

Rationale: This is out of scope for HTML. The HTTP header isn&apos;t in HTML and doesn&apos;t affect HTML. It should either be defined in CSSOM, or in HTTP, or in its own spec.</thetext>
