Can the WGs define a rationale or strategy for partitioning the function library into different namespaces? If this is the first step in a new strategy, and we can articulate that strategy, and apply it to other new functions, then it might make sense. As it is, it just looks as if we were having a bad day when we made the decision. One likely consequence, judging from past experience, is that XSLT editing tools will automatically insert a declaration of this namespace into every stylesheet.
