and then it says:

This is inconsistent and the SHOULD in the first one is asking for an
interop problem.

Proposal:

1 - s/SHOULD/MUST/ in the first sentence
2 - remove the 2nd sentence since I&apos;m pretty sure the BNF won&apos;t allow it.
    But I&apos;d like someone to double-check this.</thetext>
