Change Description: no spec change
Rationale: The Sep 15 CR is the same as the Aug 26 editor&apos;s draft (except for the date in one reference). The TR copy, however, will be out of date as soon as any edits are made. So I don&apos;t think changing this is a productive use of anyone&apos;s time.</thetext>
