The same allowance has been in CSS2
(&lt;http://www.w3.org/TR/REC-CSS2/syndata.html#tokenization&gt;)
and in CSS1
(&lt;http://www.w3.org/TR/REC-CSS1#appendix-b&gt;).

There is no sign that the CSS3 syntax module
(&lt;http://www.w3.org/TR/css3-syntax/#style&gt;)
will change the allowance.</thetext>
