&lt;keygen&gt; has a number of issues that means it doesn&apos;t meet the needs of the majority of web developers. &lt;keygen&gt; wasn&apos;t previously part of HTML and rather than creating an instant legacy problem, it&apos;s use should be defined in another document for those vendors who wish to support it interoperably for historical reasons.</thetext>
