It should be the URI of the stylesheet itself. The bug has no impact whatsoever because the retrievedURI element is rather used whenever tests need to check the URI of a stylesheet. Note the URI is correct for embedded and inline CSS styles, since they are defined within the primary document, and thus their URI is that of the primary document.
