This seems overly restrictive. A create could be driven by a set of instructions that are very different from the resource representation. For example, I might want a CREATE dialect that takes an EPR to an existing resource and creates a new one just like the existing one. This should be allowed. It seems that WSRT currently contradicts itself wrt to Create. WS-RT outlines the Create factory model and points out that: "... the information required to create a resource may *markedly differ* from the initial representation (the value as realized by a subsequent "Get" operation)."
