    <thetext>The WS-Eventing spec does not have its own fault action URI, and instead uses addressing fault: http://schemas.xmlsoap.org/ws/2004/08/addressing/fault
(see WS-Eventing: Section 5)

Other specs do have their own fault URI, e.g. WS-Transfer uses:

Proposal:
Define an new eventing fault URI:
