The rule that should cause this error is http://www.w3.org/TR/xmlschema11-2/#length-coss: 1 It is an error for minLength to be a member of {facets} however there is the subrule: 1.2 unless there is some type definition from which this one is derived by one or more ·restriction· steps in which minLength has the same {value} and length is not specified. Actually 1.2 matches on the two mentioned test cases.
