attribute for internationalization of error messages.  For the English
message 

  The specified ID &lt;sch:value-of select=&quot;string(u:ID)&quot;/&gt; does not 
  begin with 99.

it offers a German equivalent of

  Das angegebene Attributkennzeichen ID &lt;sch:value-of 
  select=&quot;string(u:ID)&quot;/&gt; beginnt nicht mit 99.

This seems a bit awkward; a more natural formulation might be

  Der angegebene Wert des Attributs ID (&lt;sch:value-of
  select=&quot;string(u:ID)&quot;/&gt;) beginnt nicht mit &quot;99&quot;.

Disclaimer:  I am not a native speaker of German.  (But I did check this
with one native speaker, who agreed that the current version is awkward
and that this alternative would be an improvement.)

This change will need to be made in all three occurrences of the 
message.

(Oh, and the French version seems to have dropped an acute accent.)</thetext>
