It might be possible that in the future that someone need to define a new type of mode. To support this extension we should make "Mode" a URI that is not limited to just the 3 values defined in RT. Thus allowing others to define new ones. Proposal: Change wsrt:Put/Fragment@Mode from an enum of strings to xs:anyURI - ie. get rid of ModeType.
