    <thetext>In section 4.1.1, we specify that validators must use PSVI for reference recognition (i.e. defaulted sml:ref=&quot;true&quot; is taken into account) and allow implementation variability for non-validators.

Do we need a similar statement for sml:nilref?</thetext>
